India could remove the Right of First Refusal to Indian ships for PSU cargo on coastal trades

India plans to remove a long-existing right of first refusal (RoFR) advantage given to local fleet owners for carrying export-import oil and bulk cargo for public sector enterprises. The move will open up 125 million tonnes of crude cargo, 300 mt of dry bulk and 72 mt of coastal trade to foreign fleet owners.
