India’s Shipping Ministry is considering a compromise formula to tweak the right of first refusal (ROFR) benefit given to local fleet owners for carrying coastal oil and bulk cargo. Protests from local fleet owners against a blanket withdrawal of the benefit have impelled the Ministry to take a relook at the ROFR.
